People's Initiative "Peaceful Ukraine" (Initiative).

1. The subject of the Initiative.
The subject of the Initiative is the restoration of US President Donald Trump's plan to establish peace in Ukraine.

2. The mission of the initiative.
2.1. To obtain the consent of the majority of ordinary citizens of Ukraine to conclude a peace treaty with Russia on the terms of President D. Trump's plan with additions and amendments in accordance with the people's initiative "Peaceful Ukraine".

A national referendum will be held in which the citizens of Ukraine will decide whether or not to sell 5 regions. A truce is declared for the duration of the referendum.

2.2. To obtain the consent of Ukraine, Russia, the United States and the European Union to a peace agreement on Ukraine on the terms of the peace plan of the President of the United States of America Donald Trump with additions and changes in accordance with the people's initiative "Peaceful Ukraine".

3. The essence of the Initiative.
The initiative offers ordinary citizens of Ukraine to sell 5 Ukrainian regions to Russia. For this, every citizen of Ukraine will receive compensation in the amount of 12,000 dollars. The total amount of the transaction is 350-400 billion.dollars. The agreement of ordinary citizens of Ukraine to the deal will be the basis for the conclusion of a peace agreement between Ukraine, Russia, the United States and the European Union on the terms of the plan of the President of the United States D. Trump. Frozen assets of Russia are used to pay compensation. These funds are already in banks in Europe and the United States, which guarantees the execution of the transaction by Russia.

4. Comment.
4.1.The territory.
4.1.1. Russia receives about 20% of Ukraine's territory. This territory is located in a war zone. This territory has been subjected to total destruction and total flight of the population. This is the "dead earth". As compensation for the "dead land", Russia pays a huge sum to the citizens of Ukraine: 350-400 billion.dollars.

4.1.2. The European Union and the United States gain absolute control over 80% of Ukraine's territory. Absolute control is due to Ukraine's huge public debt to the United States and the European Union, as well as a large number of American and European companies in Ukraine that operate in Ukraine on very favorable terms.

The territories of Ukraine that come under the control of the United States and the European Union have local destruction of infrastructure, factories, cities. The number of human casualties in these territories is 6-8 times less than in the war zone.

4.2.Money.
4.2.1. Personal compensation to citizens of Ukraine is paid from frozen assets of Russia in banks in Europe and the USA with the consent of Russia. Russia has already lost this money, because the United States and Europe will never return this money to Russia. The agreement legalizes the confiscation of frozen assets of Russia in favor of ordinary citizens of Ukraine without prejudice to the business and political reputation of the United States and the European Union.

The total amount of compensation is estimated at 350-400 billion rubles.dollars for 20 years. The sum of Russia's frozen assets and the interest on the balance for 20 years is approximately 330-350 billion.dollars. Thus, the frozen Russian assets ensure the payment of the bulk of the compensation. In case of a shortage of these funds, Russia pays the required amount from its budget.

It is profitable for Russia to buy the consent of ordinary citizens of Ukraine to peace at the expense of frozen assets, because otherwise this money will be used to support the war in Ukraine against Russia.

It is beneficial for the United States and the European Union to pay for peace in Ukraine with Russian money. This money will be used mainly in the European and American markets. In addition, the United States and the

4.2.2. The Fund of Restoration and Development of Ukraine.
According to D. Trump's plan, a fund for the restoration and development of Ukraine is being created. According to the Ukrainian peace plan, the size of the fund should be 800 billion.dollars. The Foundation is a commercial one. His mission is to attract investments and loans to Ukraine on favorable terms for the United States and the European Union.

Russia does not participate in this fund, as it pays huge compensation to the citizens of Ukraine and restores the "dead land" only for its own money.

Ukraine, the United States and the European Union are not involved in the restoration of the "dead land" for ideological and economic reasons – there is no freedom and democracy in this territory, as well as no American and European enterprises.

4.3.Security.

5. The rest.
The people's Initiative "Peaceful Ukraine" cannot and should not provide solutions on all aspects of the peace treaty. Everything else that is needed to conclude peace in Ukraine is the competence of the diplomats of the United States, Russia, Ukraine and the European Union.

6. Prospects for peace in Ukraine and Europe.
President Donald Trump's plan does not guarantee peace in Ukraine and Europe. However, this plan may become the basis for a balance of power between the West and Russia in Europe. There is no peaceful alternative to President Donald Trump's plan, as all other options for a peace agreement on Ukraine have been completely rejected. The prospects for a military solution to the conflict between the West and Russia are not discussed here.

If Ukraine fires a missile at Moscow or St. Petersburg for no reason, the security guarantees will be invalidated.

11. Ukraine has the right to EU membership and will receive short-term preferential access to the European market.

12. The package of measures for the restoration of Ukraine:

creation of the Ukraine Development Fund for investments in fast-growing industries, including technology, data centers and artificial intelligence;

The United States will work with Ukraine to jointly restore, develop, modernize, and operate Ukraine's gas infrastructure, including pipelines and storage facilities.;

joint efforts to rebuild war-affected areas for the reconstruction and modernization of cities and residential areas;

infrastructure development;

mining and natural resources;

The World Bank is developing a special financing package to accelerate these efforts.

The European Union pays compensation to the United States in the amount of 100 billion.dollars for the military assistance provided by the United States to Ukraine and for security guarantees for Ukraine and the European Union,

If Ukraine launches military actions against Russia, the financial, political and military guarantees under this agreement will cease to apply,

11. Ukraine has the right to EU membership and will receive short-term preferential access to the European market.

12. The package of measures for the restoration of Ukraine and Russia:

Russia is not involved and has no obligations to rebuild Ukraine,

Ukraine, the United States and the European Union are not involved and have no obligations to restore Russia. This provision also applies to the territories that are transferred to Russia and which have undergone total destruction,

The United States and the European Union commit to create a Fund for the Reconstruction and Development of Ukraine in the amount of $ 800 billion,

At least 50% of the Fund's contracts are concluded with firms from the USA. The use of the Fund's funds is regulated by internal agreements of the United States, the European Union and Ukraine.

13. The use of frozen assets of Russia.

Russia undertakes to pay compensation to the citizens of Ukraine for the territories of Crimea, Donetsk, Lugansk, Zaporizhia and Kherson,

The lifting of sanctions will be discussed and agreed upon in stages and on an individual basis.;

The United States will conclude a long-term economic cooperation agreement for mutual development in the fields of energy, natural resources, infrastructure, artificial intelligence, data centers, projects for the extraction of rare metals in the Arctic and other mutually beneficial corporate opportunities.;

Russia will be invited back to the G8.

14. The frozen funds will be used as follows:

$100 billion of frozen Russian assets will be invested in US-led recovery and investment measures in Ukraine;

The United States will receive 50% of the profits from this operation; Europe will add $100 billion to increase the amount of investments available for the reconstruction of Ukraine. Russia's frozen funds in Europe will be unfrozen;

The remaining frozen Russian assets will be invested in a separate U.S.-Russian investment vehicle that will implement joint projects in selected industries. This fund will be aimed at strengthening relationships and increasing common interests in order to create a powerful incentive not to return to conflict.;

15. A joint U.S.-Russian security working group will be established to ensure compliance with all provisions of the agreement.

16. Russia will legislate its policy of non-aggression against Europe and Ukraine.

17. The United States and Russia will agree to extend the non-proliferation and control of nuclear weapons treaties, including the START-1 Treaty.

18. Ukraine agrees to be a nuclear-weapon-free State in accordance with the Treaty on the Non-Proliferation of Nuclear Weapons.

19. The Zaporizhia NPP will operate under the supervision of the IAEA, and electricity from the power plant will be distributed 50-50 between Russia and Ukraine.

20. Both countries commit to implementing educational programmes in schools and societies aimed at promoting mutual understanding and tolerance of different cultures, as well as eliminating racism and prejudice.

Ukraine to adopt EU rules on religious tolerance and protection of linguistic minorities,

Both sides will cancel all discriminatory measures and guarantee the rights of the Ukrainian and Russian media.

Any Nazi ideology and related activities are prohibited.

21. Territories:

Crimea, Donetsk and Luhansk regions are recognized as de facto Russian, including by the United States.;

The amount of compensation is $12,000 per citizen of Ukraine, including $10,000 from frozen assets and $2,000 in interest on them over 20 years,

compensation is paid annually for 20 years in equal installments,

compensation is paid to banks in Europe or the United States on personal accounts of citizens of Ukraine,

Individuals who were citizens of Ukraine as of 02/22/2024 and permanently reside in Ukraine and their children are eligible for compensation,

Citizens of Ukraine who receive social or other payments from the budgets of the European Union or the United States are not eligible to receive compensation from Russia,

In case of a shortage of funds from Russia's frozen funds for the payment of personal compensation to Ukrainian citizens, Russia pays the missing funds from its budget.,

If, after full payment of personal compensation to Ukrainian citizens, Russia's unused frozen assets remain, these funds will be returned to Russia.,

in the event of the outbreak of hostilities against Russia by Ukraine, the payment of compensation is frozen for the period of hostilities.,

in the event of the outbreak of hostilities by Russia against Ukraine, the payment of compensation is frozen for the period of hostilities.

14. The NATO Military Committee and the Russian Ministry of Defense will establish a working group to monitor the implementation of the ceasefire and all other obligations of the parties on security conditions for Ukraine and Russia.

The structure and organization of this working group corresponds to the structure and organization of monitoring the implementation of the START 2 Treaty and monitoring the implementation of the Treaty on Conventional Armed Forces in Europe.

15. Russia will legislate its policy of non-aggression against Europe and Ukraine.

16. The United States and Russia will agree to extend the non-proliferation and nuclear arms control treaties, including the START-1 treaty.

17. Ukraine agrees to be a nuclear-weapon-free State in accordance with the Treaty on the Non-Proliferation of Nuclear Weapons.

18. The Zaporizhia NPP will operate under the supervision of the IAEA, and electricity from the plant will be distributed 50-50 between Russia and Ukraine.

19. Both countries commit to implementing educational programmes in schools and societies aimed at promoting mutual understanding and tolerance of different cultures, as well as eliminating racism and prejudice.

Kherson and Zaporizhia will be frozen along the line of contact, which means de facto recognition along the line of contact.;

Russia is giving up other agreed territories that it controls outside the five regions.;

Ukrainian forces are withdrawing from the part of Donetsk region they currently control, which will be considered a neutral demilitarized buffer zone, internationally recognized as a territory belonging to the Russian Federation. Russian forces will not enter this demilitarized zone.

22. The Parties are obliged not to change this territorial structure by force, and in case of violation of this obligation, no security guarantees are applied.

23. Russia will not prevent Ukraine from using the Dnieper River for commercial activities, and agreements will be reached on the free transportation of grain across the Black Sea.

24. A humanitarian committee will be established to resolve unresolved issues:

all prisoners and bodies of the dead will be exchanged on the principle of "all for all";

all civilian hostages and prisoners will be returned, including children;

A family reunification program will be implemented;

Measures will be taken to alleviate the suffering of the victims of the conflict.

25. Ukraine will hold elections 100 days after the signing of the agreement.

26. All parties involved in this conflict will receive full amnesty for their actions and undertake not to make any claims or consider any complaints in the future.

27. The Agreement will be legally binding. Its implementation will be monitored and guaranteed by the "Peace Council" headed by US President Donald Trump. Sanctions will be applied for violating the peace treaty.

28. The ceasefire will come into force after both sides have moved back to the agreed points to begin implementing the agreement.
